I don't know if I see things in such stark terms, but I assume you're seeing way more data points than I am. Its definitely about survival and extending cash right now.

Here in Canada, the situation is not as bleak. But Canadian companie are being forced to raise $ in the US earlier and earlier. I have done so with 4 out of my 5 startups. So, essentially we're subject to the same realities as you're seeing.
